World Heritage Nomination

Australian Convict Sites

The New South Wales Government is working with the Australian Government and the governments of Western Australia, Tasmania and Norfolk Island to develop a serial nomination of 11 convict sites in Australia for inscription on the World Heritage List.

Submissions are also sought from the Community. The information is provided below.

Four of these sites are in New South Wales. They are:
  • Old Government House and its Domain in Parramatta Park, Parramatta
  • Old Great North Road, in the Dharug National Park, near Wiseman's Ferry
  • Hyde Park Barracks, Macquarie Street, Sydney
  • Cockatoo Island, lower Parramatta River, Sydney Harbour

Management Plans

Under UNESCO's World Heritage guidelines and Australian Government requirements, a management plan must be prepared for any site nominated for inscription on the World Heritage List.

The plan has to identify the World and National Heritage values of a site, set out the environmental impact assessment and approval requirements, and the management arrangements that would operate to protect the national and possible World Heritage values of the site.

The management plans for each of the NSW convict sites are being prepared by the site managers and will be on display on the sites' websites. As they become available, draft management plans will be uploaded to the site websites and also linked to this page.

Buffer Zones

World Heritage guidelines require protection of the World Heritage values of the sites and their settings through the identification of a buffer zone around the site.

To achieve this, the NSW Department of Planning is preparing a State Environmental Planning Policy (SEPP) under the Environmental Planning and Assessment Act 1979. The SEPP has identified a buffer zone for each of the four NSW sites and contains objectives for each buffer zone. These objectives are designed to ensure that any activity within the buffer zone which may impact on the world heritage values of the convict sites is fully considered by the Heritage Council of NSW.

In due course the draft SEPP will be available for public comment on the website of the NSW Department of Planning.
