Special program for major cultural and community heritage buildings

| Program purpose |
For the conservation, maintenance, works to meet Building Code Australia upgrades (fire, services, and access) for the ongoing and adaptive reuse of major cultural and community heritage buildings used for cultural and community activities, that are heritage items listed on the State Heritage Register, or state or local heritage items listed in a Local Environmental Plan |

Your local community group manages a theatre building which is used for various community and cultural uses that is recognised as being a heritage item of state significance listed on the Local Environmental Plan. You are planning to do conservation works to repair the exterior roof and internal conservation works to restore the foyer. These works will cost $150,000. You apply for a $-for-$ grant of $75,000 to assist with this project |

| Who can apply |
All owners and managers of State Heritage Register items.
All owners and managers of state and locally listed heritage items in a Local Environmental Plan
However you CAN NOT apply for funding if you are a state government agency (but may be involved as a project partner)

The State Heritage Register, or
State significant heritage items that are either:
- Listed as a state heritage item in your Local Environmental Plan, or
- Supported by your local council's heritage advisor or other heritage specialist as being of state heritage significance or
- Local heritage items listed in your Local Environmental Plan

State Heritage Register minimum maintenance works
Fire, service and access upgrades for Building Code Australia compliance for ongoing use and adaptive reuse
You CAN apply for funding concurrently through this program and other NSW Heritage Grants 2009-2011 programs (EXCEPT concurrently with the Works program).
If you apply for funding through more than one program, the maximum available funding for your heritage item will be $75,000

Your project may also be eligible for joint funding through the NSW Government Arts NSW Capital Infrastructure Program.
This program provides grants for the construction, alteration, renovation, completion or fitting-out of buildings and other facilities for arts and cultural use.

- Town halls
- Mechanics institutes, School of Arts
- Church halls, excluding religious property used solely for worship activities
- Museums, excluding house museums and museums without public programs or cultural or community activities/uses
- Clubs, excluding clubs without public programs or cultural or community activities/uses
- Showground pavilions

| Priorities |
Projects that
- Enhance State Heritage Register items
- For cinemas, theatres or public halls
- Demonstrate community outreach and long-term community benefits of your project
- Demonstrate support by your local council for your project (financial or other)
- Undertake urgent works to avert management risks (eg severe deterioration, demolition, or demolition by neglect)
- Enhance part of a heritage group or a precinct (eg town centre heritage group, building terrace group or homestead complex)
- Enhance a heritage item/s in a well maintained heritage streetscape or heritage landscape setting
- Have NOT received government funding support for this heritage item in the last 5 years

- Routine maintenance (eg lawn mowing, gutter cleaning or carpet cleaning)
- Projects where adequate funding is available from the applicant or other sources
- New commemorative monuments or works
- Purchase of heritage buildings
- Relocation of buildings or work to relocated buildings
- Flood lights of heritage buildings
- Purchase of equipment
- Public cultural and community heritage buildings including house museums, clubs, TAFE colleges without a public program of cultural and community activities and uses
- Religious property used solely for worship activities

| Processing your application |
The Heritage Branch will acknowledge receipt of your application during January 2009.
Your application will be assessed and you will be advised of the outcome following approval by the Minister for Planning in March 2009
In assessing your application, the quality and clarity of information provided will be taken into account
We will advise unsuccessful applicants after March 2009
A funding offer and contract will be sent to successful applicants after March 2009. On your acceptance of this offer, funding will commence on 1 July 2009
All projects must be completed and all funding claimed by 30 May 2011 at the latest
NSW Heritage Grants 2009-2011 is a targeted funding program. Projects must meet eligibility criteria, program priorities and common selection criteria. However in exception circumstances, the Heritage Branch, Department of Planning reserves the right to recommend funding for projects that may not fully meet the program selection criteria
